Amends Arizona Revised Statutes Section 25-218 concerning surrogate parentage contracts and parental rights.

Maintains prohibition on entering into, inducing, arranging, procuring or assisting in formation of surrogate parentage contracts.

Establishes that a surrogate is the legal mother of a child born through surrogate parentage contract and is entitled to custody.

Clarifies that if the surrogate mother is married, her husband is presumed to be the legal father of the child, with this presumption being rebuttable.

Provides definition of "surrogate parentage contract" as an agreement where a woman agrees to implantation of an unrelated embryo or conception through insemination and voluntary relinquishment of parental rights.
