Corrects grammatical and stylistic language throughout the statute, replacing archaic pronoun usage ("which would," "their," "which") with modern standard English ("to," "its," "that").

Requires the Department of Health Services to adopt evidence-based practice models by rule that RBHAs must use to distribute funds to service providers for non-Title XIX populations, with distribution amounts linked to measurable treatment outcomes.

Mandates that the Department base its adopted practice models on those approved by the Substance Abuse and Mental Health Services Administration (SAMHSA).
