Adds Arizona Revised Statutes Section 12-513 to establish a new civil action statute of limitations provision for sexual offense cases.

Eliminates time restrictions for filing civil actions seeking recovery of damages resulting from sexual offenses, including violations under Title 13, Chapters 14 or 35.1, and incest under Section 13-3608.

Applies to actions based on physical, psychological, or other injury or condition caused by direct conduct of another that constitutes a qualifying sexual offense.

Covers both current sexual offenses and offenses that were in effect before this statute's effective date but would constitute current violations if committed after the effective date.

Allows civil lawsuits to be commenced "at any time," effectively removing the statute of limitations deadline for sexual offense-related damage claims.
