Establishes a multijurisdictional task force called the gang and immigration intelligence team enforcement mission to deter criminal gang activity, dismantle gang enterprises, disrupt human smuggling, and collect immigration intelligence.

Creates the gang and immigration intelligence team enforcement mission fund divided into four accounts: mission account (30%), border security equipment and technology account (26%), border action grants account (22%), and border law enforcement and prosecutors account (22%).

Distributes fund revenues to local, county, tribal and state agencies in the border region for gang enforcement, equipment, border costs related to illegal immigration, and law enforcement salaries for crimes including human trafficking, smuggling, methamphetamine and identity offenses.

Appropriates $5.2 million and 48 FTE positions in fiscal year 2013-2014 for border security prosecutors, human trafficking and smuggling squads, a domestic terrorism squad, and border inspections.

Requires a two-thirds affirmative vote in both legislative houses for enactment and makes the act effective immediately upon the governor's signature.
