Municipalities must randomly test, inspect, and calibrate 10 percent of parking meters each calendar quarter.

If 75 percent or more of sampled meters are operational and correct, the municipality certifies that its parking meters are accurate.

If fewer than 75 percent of sampled meters are operational and correct, the municipality must test all remaining meters and repair any that are defective.

During the period before all meters are tested and repaired, any person issued a parking ticket involving a malfunctioning meter is presumed not responsible for the violation.
