Transfers administration of the children's rehabilitative services program from the Arizona Health Care Cost Containment System (AHCCCS) Administration to the Department of Health Services.

Establishes a new children's rehabilitative services program serving children who are chronically ill or physically disabled, providing medical, surgical, corrective and other necessary services for eligible children.

Creates a statewide information and referral service to help families locate and connect with service providers for chronically ill or physically disabled children.

Removes the requirement for computerized information systems and repeals previous statutory provisions governing children's programs while consolidating related provisions into a single comprehensive section.

Sets the children's rehabilitative services program to expire on July 1, 2023 under Arizona's sunset review process, and limits state spending to amounts appropriated by the legislature.
