Amends Arizona Revised Statutes section 30-202 regarding the Arizona Power Authority's fund classifications and fiscal procedures.

Corrects statutory language in subsection B to clarify that title 35, chapter 1 provisions apply to the authority's handling and disbursement of appropriated funds as far as applicable.

Maintains that appropriated monies shall be placed in separate funds as budgeted rather than in the general fund, and that warrant limitations, quarterly allotments, and lapsing provisions do not apply to the authority.

Preserves the authority's debt reserve fund for monies designated for payment of principal, interest, and other obligations, with withdrawals restricted to express purposes only.
