Amends section 28-9123 of Arizona Revised Statutes to exclude subsidized employee transit ridership from ridership capacity and use determinations when state or political subdivisions subsidize public transit fares to encourage employee use of public transportation systems.

Adds new section 28-9144 prohibiting the state or any political subdivision from receiving compensation for employees' transit ridership use when those entities subsidize public transit fares for their employees.

Prevents state and local governments from being financially compensated based on ridership numbers that result from their own employee transit fare subsidy programs.
