Requires private prison security officers to be certified by the Arizona Peace Officer Standards and Training Board pursuant to section 41-1822.

Mandates that private prison contractors only employ security officers who are at least 21 years old, have no felony convictions, and are certified under the new certification requirement.

Establishes uniform minimum standards for private prison security officer training including a basic curriculum of at least 240 hours, high school graduation or equivalent, physical examination, and background investigations.

Restricts private prison security officers to operating only within the grounds of private prison facilities with no authority or jurisdiction outside the facility.

Expands the Peace Officer Standards and Training Board's duties to include certification and oversight of private prison security officers in addition to state correctional officers.
