Restricts declarant control over board seats by limiting declarants and their affiliates to a maximum of one seat on the board of directors after the period of declarant control ends.

Requires that if a declarant-affiliated candidate wins election to a board seat, no other declarant-affiliated candidates can hold additional seats, and any other elected declarant-affiliated candidates must relinquish their positions to the next highest vote-getter.

Mandates that associations provide voting by electronic mail and facsimile delivery in addition to in-person voting and absentee ballots after the period of declarant control terminates.

Changes language from "may" to "shall" regarding associations' obligation to provide alternative voting methods beyond in-person and absentee ballots.

Applies these restrictions to both condominiums (section 33-1250) and planned communities (section 33-1812).
