• Restricts same-day and late registrants to voting by provisional ballot only, unless voting in an election held at least 29 days after their registration date.

• Limits same-day registration eligibility to federal offices (including presidential electors), statewide offices, countywide offices, and state legislature, excluding primary elections.

• Requires the secretary of state and county election officers to promptly implement the new registration procedures.
