Requires individuals filing unemployment benefits claims to provide documentation and information at the time of filing to establish eligibility.

Establishes burden of proof rules where if an employer provides documentation of voluntary resignation or job abandonment, the claimant must then provide documentation to prove eligibility for benefits.

Allows employer documentation of voluntary resignation or abandonment to include written or verbal statements, attestations of verbal resignation, or attestations that work was available.

Modifies overpayment fraud provisions to require recovery of not only overpaid benefits but also all penalties and interest before an individual becomes eligible for future benefits.

Clarifies language in overpayment deduction rules regarding timing requirements and requires the department to adopt implementing rules for the 25-50 percent deduction rate structure.
