Requires the Arizona Health Care Cost Containment System (AHCCCS) administration to conduct an annual audit by July 1 each year to verify the primacy of its payments by matching member identities against enrollment in other health plans using electronic transactions mandated by 42 U.S. Code section 1320d.

Mandates AHCCCS file audit results with the Department of Insurance by September 1 each year and submit copies to the Governor, House Speaker, Senate President, Joint Legislative Budget Committee, and Secretary of State by the same deadline.

Requires AHCCCS to issue a public request for proposals for a contract to provide cost avoidance and recovery methodology relating to third-party liability and coordination of benefits, with the request to be reviewed by the Joint Legislative Audit Committee before issuance.

Specifies that any awarded contract must include an offeror's demonstrated cost avoidance methodology and shall allow for contractor payment through costs recovered by the recovery methodology, with reasonable reimbursement limits specified in the contract.
