Amends section 15-977 of Arizona Revised Statutes to prohibit school districts and charter schools from using classroom site fund revenues to supplant existing school site funding.

Requires that if the auditor general determines a school district or charter school has improperly supplanted classroom site fund monies, the district or school must restore those monies for purposes including class size reduction, teacher compensation, AIMS intervention programs, teacher development, dropout prevention programs, and teacher liability insurance premiums.

Maintains the existing allocation structure: 40% for teacher performance-based compensation increases and employment-related expenses, 20% for teacher base salary increases and employment-related expenses, and 40% for maintenance and operation purposes.

Requires school districts and charter schools to allocate classroom site fund monies based on school principal priorities while ensuring funds maximize classroom opportunities and conform to authorized expenditures.

Specifies that monies for class size reduction, AIMS intervention, and dropout prevention programs shall only be used for instructional purposes, excluding school-sponsored athletics.
