Removes the 10 linear feet display area limitation on commercially prepackaged, non-potentially hazardous food and drink sold at retail locations, allowing unlimited display without Department of Health Services food preparation rules applying.

Delays Department of Health Services rule-making on cooking school food preparation exemptions until rules are formally adopted, with interim exemption allowing one meal per day for up to 15 students with proper student notification.

Modifies food handler exemptions in subsection H, paragraph 4 to exempt commercially prepackaged non-hazardous food and drink at retail locations without dimension restrictions.

Effective upon Governor's signature, dated March 21, 2013.
