Requires autonomous motor vehicles to have easily accessible engagement/disengagement controls, visual indicators when operating in autonomous mode, technology failure alerts, and compliance with traffic laws.

Allows manufacturers and designated testers to operate autonomous vehicles on public roads for testing purposes with a human operator present in the vehicle, requiring $5 million in insurance, surety bond, or self-insurance.

Shields original vehicle manufacturers from liability for defects caused by third-party conversions to autonomous vehicles, unless the defect existed in the original manufacture.

Directs the Department of Transportation to submit a report by April 1, 2015 recommending additional legislative or regulatory actions needed for safe autonomous vehicle testing and operation.
