Amends Arizona law to define and regulate motorized electric or gas-powered bicycles and tricycles with a power output of no more than 1,000 watts or 1.3 horsepower, operated at speeds under 20 miles per hour.

Eliminates certificate of title, registration, vehicle license tax, and driver license requirements for motorized electric or gas-powered bicycles or tricycles.

Exempts these motorized bicycles and tricycles from motorcycle equipment requirements and vehicle emissions inspections.

Permits motorized electric or gas-powered bicycles or tricycles to use bicycle-exclusive rights-of-way and exempts them from motor vehicle regulations under Chapter 9 of Arizona law.

Allows local authorities to regulate or prohibit operation of these vehicles through ordinance, but prohibits local authorities from requiring registration and licensing of motorized electric or gas-powered bicycles or tricycles.
