Requires contracts over $1,000 to include notice of property owners' right to file complaints with the registrar for violations, with the registrar's telephone number and website prominently displayed in at least 10-point bold type, signed by both parties.

Clarifies that contract requirements apply specifically to licensed contractors entering into agreements with property owners for improvements to property.
