Amends Arizona Revised Statutes Section 38-431.02 to require school district governing board agendas to be available to the public at least three days before meetings, instead of the 24-hour requirement that applies to other public bodies.

Defines "actual emergency" for school districts as an event that seriously threatens the functioning of the school district or the preservation or protection of property, public health, welfare or safety, allowing meetings to proceed with less notice in such circumstances.

Maintains the 24-hour notice requirement for members of the public body and general public, with the three-day period counting calendar days but excluding Sundays and other prescribed holidays.

Allows school district meetings to proceed without the three-day agenda posting requirement only in cases of actual emergency, with the emergency session notice and information required to be posted within 24 hours.
