Allows homeowners' associations to inspect the exterior of foreclosed properties acquired by the foreclosing beneficiary at a trustee's sale.

Permits associations to remove rubbish, trash, weeds, and debris from such properties and repair dilapidated structures that pose hazards to public health and safety after providing notice to the owner.

Makes the property owner liable to the association for reasonable costs of removal or repair work performed on foreclosed properties.

Authorizes associations to place a lien on the property for costs reasonably incurred in removal or repair activities.

Applies identical provisions to both condominium associations (Title 33, Chapter 9) and planned community associations (Title 33, Chapter 16).
