Amends Arizona Revised Statutes section 15-341 to expand anti-bullying policies to include harassment, intimidation, and bullying based on actual or perceived sexual orientation.

Requires school district governing boards to prescribe and enforce comprehensive anti-bullying policies and procedures including reporting mechanisms, investigation processes, disciplinary procedures, and documentation requirements.

Adds new section 15-509 establishing that school administrators who knowingly fail to follow anti-bullying policies adopted by their school district are guilty of unprofessional conduct and shall have their certificates revoked.

Mandates anti-bullying policies include components such as confidential reporting procedures, employee reporting requirements, victim notifications and support services, formal investigation processes, and consequences for false reports.
