Prohibits liquor stores, horse racing/dog racing facilities, casinos, and adult entertainment establishments from operating automatic teller machines or point-of-sale terminals that accept electronic benefit transfer (EBT) cards issued under the Temporary Assistance for Needy Families (TANF) program.

Requires all such establishments to disable EBT card acceptance on existing machines by February 1, 2014.

Prohibits TANF recipients and authorized representatives from conducting EBT transactions at liquor stores, racing facilities, casinos, and adult entertainment establishments.

Adds violation of EBT restrictions at liquor stores as grounds for license revocation under Arizona liquor laws, and makes violations at racing facilities subject to licensing action.

Requires municipalities that license adult entertainment establishments to ensure compliance with EBT prohibitions and enforce continued restrictions on electronic benefit card use.
