Extends the education course completion timeframe for loan originator license applicants from two years to three years immediately preceding application.

Modifies examination requirements by removing the "not more than one year before" timing restriction and instead requiring applicants to demonstrate knowledge of federal law, state law, and subjects in section 6-991.07.

Adds a new requirement that loan originators who failed to maintain a valid license for five years or longer must retake the loan originator's examination before reapplication.

Removes the restriction limiting inactive license status to no more than two consecutive renewal periods in any ten-year period.
