Amends Arizona Revised Statutes Section 41-1541 to establish requirements for incumbent worker training under the Arizona job training program.

Requires incumbent worker training to be provided exclusively by the state community college system, rather than private providers or other training entities.

Increases the required business contribution for incumbent worker training from 25% to 50% of the estimated training cost.

Directs that guidelines for incumbent worker training applications provide additional weight to applicants demonstrating that trainees will receive increased compensation upon completion of training.

Maintains existing 25% business contribution requirement for training related to new and expanding businesses undergoing economic conversion.
