Expands health insurance premium payment eligibility to surviving spouses of firefighters killed in the line of duty, in addition to law enforcement officers.

Changes the duration of employer-paid health insurance premiums from one year to continued coverage until the surviving spouse's death or remarriage.

Applies coverage to dependents of deceased firefighters and law enforcement officers who were enrolled in the employer's health insurance plan at the time of death.

Requires premium payments to be reduced by any health insurance benefits the surviving spouse receives from the officer's or firefighter's retirement plan.

Defines "firefighter" as municipal or state firefighters and establishes definitions for covered law enforcement officers including peace officers, detention officers, corrections officers, probation officers, and surveillance officers.
