Amends Arizona Revised Statutes Section 26-342 relating to emergency and military affairs.

Adds the phrase "Except as otherwise provided in this article" at the beginning of the section to clarify the relationship between the emergency planning article and other law.

Maintains existing provisions that the article does not preempt local charters, ordinances or codes.

Maintains existing provisions that the article does not require state agencies or local governments to adopt or enforce any statute or rule.

Maintains existing provisions that the article does not affect or modify obligations or liabilities under federal law.
