Increases the small claims division jurisdiction limit from $2,500 to $3,500 for civil actions involving debt, damage, tort, injury, or personal property claims.

Applies the increased $3,500 limit to actions seeking to disaffirm, avoid, or rescind a contract, or seeking equitable relief.

Maintains existing exclusions from small claims jurisdiction including defamation, forcible detainer, specific performance, class actions, injunctive relief, criminal matters, and actions against the state.

Takes effect on December 31, 2013.
