Changes statutory language from "When the relationship of parent and child has been terminated" to "If the relationship of parent and child has been terminated" for clarity.

Replaces archaic language "such decree shall have" with modern phrasing "the decree has" to update the statute's wording.

Clarifies that judicial decrees terminating parental relationships issued by other states have the same force and effect in Arizona as if granted by an Arizona court.
