Amends A.R.S. § 48-1101 to allow county boards of supervisors to establish television improvement districts for acquiring, constructing, and operating television translator and relay facilities.

Requires counties to have received federal in-lieu-of-tax payments from hydroelectric power developments between January 1, 1975 and January 1, 1983 to be eligible for district establishment.

Requires counties to have used those federal payments during the specified period for acquiring, operating, and maintaining television translator and relay facilities.

Designates television improvement districts as political subdivisions of Arizona with property exempt from taxation.

Makes technical corrections by changing "which" to "that" and clarifying that districts serve "television translator and relay facilities."
