Creates a new crime of "metal theft" as a class 2 felony for knowingly stealing ferrous or nonferrous metal without lawful authority.

Establishes mandatory vehicle impoundment or immobilization for vehicles used in commission of metal theft under section 28-3511.

Allows inference that a person was aware stolen scrap metal had been stolen if found in possession of recently stolen metal or selling it substantially below fair market value, unless the person is a licensed automotive recycler or registered scrap metal dealer.

Defines "ferrous metal" as metal that attracts a magnet and "nonferrous metal" as metal that does not attract a magnet, including copper, brass, and aluminum.

Requires that the value of stolen metal include any damage to another person's property caused during the theft.
