Amends state aid distribution to community college districts by replacing "capital outlay" language with "science, technology, engineering and mathematics and workforce programs"

Maintains per capita funding formula based on full-time equivalent student counts, with different rates for districts with fewer than 5,000 students ($207) versus 5,000 or more students ($158) as of fiscal year 1992-1993, adjusted annually by common school growth rate

Expands allowable uses of STEM and workforce program funds to include partnerships with businesses, faculty hiring, technology and equipment, student services, and property acquisition or construction

Allows community college districts to redirect up to 20 percent of STEM and workforce program aid to operating expenses, or vice versa, at their discretion

Requires each district to submit a biennial report by December 1 of even-numbered years to state officials and the Arizona Commerce Authority detailing STEM and workforce program activities, goals, and expenditures
