Amends Arizona Revised Statutes section 12-822 regarding service of summons and change of venue in actions against public entities or public employees.

Requires service of summons in actions against public entities or employees for acts alleged to occur within the scope of employment to follow Arizona rules of civil procedure.

Allows the state attorney general to demand a change of venue to Maricopa County in actions against the state by written request made at or before answering and filed with the court.
