Amends Arizona law to allow crematory employees to open containers holding human remains, in addition to the previous requirement that only a licensed funeral director or embalmer could do so under personal supervision.

Maintains identification procedures requiring crematories to verify identification of remains upon acceptance, assign identification numbers, and use metal cremation disks during the cremation process.

Requires crematory employees handling dead human bodies to use universal precautions and exercise reasonable care to minimize risk of transmitting communicable diseases.

Clarifies that crematory employees cannot remove a dead human body from its delivery container without express written consent from the authorizing agent, unless the deceased prepared a prior document.

Requires crematories to maintain accurate records of all cremations and dispositions of cremated remains for at least five years.
