Establishes Yuma University as a state university in Yuma County, maintained by the Arizona Board of Regents alongside Northern Arizona University, Arizona State University, and University of Arizona.

Discontinues the Yuma Community College on the effective date and redesignates its campus as Yuma University, with the Arizona Board of Regents assuming all authority and responsibilities previously held by the Yuma Community College District governing board.

Automatically admits all current Yuma Community College students to Yuma University upon redesignation, with automatic acceptance of all previously earned academic credits.

Transfers all Yuma Community College employees to comparable positions at Yuma University and transfers all real property, equipment, records, and unexpended appropriations to the new university.

Directs the Governor to apply to the U.S. Department of Commerce's Foreign Trade Zones Board to establish a foreign trade zone for the City of Yuma, excluding areas already in Foreign Trade Zone 219.
