Department of Education must collect data from all school districts on students who are enrolled but cannot prove citizenship or lawful residence in the United States, to the extent allowed by federal law.

Department shall submit an annual report by December 15 to the Governor, legislature leadership, and appropriations committee chairs, with copies to the Secretary of State and posted on the department website for one year.

Annual report must include research on adverse impacts of enrolling students who cannot prove citizenship or lawful residence, and detailed cost estimates for educating noncitizen students and students unable to prove legal status.

Department of Education, school districts, and their officers, agents, and employees are granted civil liability immunity for good faith actions taken to comply with the data collection and reporting requirements.
