Extends the deadline for filing applications for reimbursement from the underground storage tank assurance account from June 30, 2010 to June 30, 2014.

Extends the deadline for filing preapproval applications under sections 49-1052 and 49-1053 from June 30, 2009 to June 30, 2013.

Extends the termination date for the underground storage tank program from December 31, 2013 to December 31, 2014.

Establishes an underground storage tank program study committee with representatives from the legislature, local government, petroleum industry, insurance companies, environmental consultants, and state agencies to study program funding and financial responsibility mechanisms.

Requires the study committee to submit findings and recommendations to the governor and speaker of the house by November 1, 2013, with the committee itself repealing on December 31, 2013.
