Amends Arizona law to separate restitution liens from fine/fee liens, creating two distinct liens: one for restitution to victims and another for fines, surcharges, assessments, costs, and incarceration fees.

Prohibits perfecting liens against titled motor vehicles for fines, surcharges, assessments, costs, incarceration costs, and fees, while allowing restitution liens to be perfected against motor vehicles.

Creates a new administrative process allowing the Department of Transportation to remove restitution liens from vehicle records after a hearing if the vehicle purchaser had no knowledge of the lien and the seller failed to disclose it.

Requires the department to automatically restore a restitution lien on any subsequently titled or registered vehicle owned by the obligor if the lien was previously removed.

Mandates notice and opportunity to appear at removal hearings for victims entitled to restitution and governmental agencies that requested the lien be placed on the obligor's record.
