Amends Arizona Revised Statutes section 19-123 regarding publicity pamphlets for ballot measures and constitutional amendments.

Requires the secretary of state to hold or cause to be held at least three public meetings on any certified initiative or referendum measure, with hearings held in at least three different counties before the election date.

Hearings must provide opportunities for proponents, opponents, and the general public to testify and request information, and shall include a fiscal impact presentation by the joint legislative budget committee staff.

Requires the joint legislative budget committee staff to prepare a summary of fiscal impact for each ballot measure not exceeding 300 words for publication in the publicity pamphlet.

Multiple qualified ballot measures may be included in a single hearing session.
