Adds Chapter 45 to Title 32 of Arizona Revised Statutes to establish statewide standards for the composition and duties of professional and occupational licensing boards.

Prohibits board members whose profession or occupation is regulated by the board from constituting a majority of board membership.

Requires all board members to be appointed by the governor, be Arizona residents for at least three years before appointment, and prioritize public health and safety as their primary duty.

Mandates board members enforce licensing laws in the least restrictive manner consistent with public protection and administer boards at the lowest possible cost to regulated professionals.

Allows current board members to continue serving until their terms expire, with all future appointments following the new statutory requirements.
