Requires each state agency to review all of its rules and statutory authority at least once every five years to determine if rules or statutes are obsolete, counterproductive, or redundant.

Agencies must evaluate rules and statutes using three criteria: whether the problem currently exists or is likely to recur, whether enforcement resources could be used more effectively elsewhere, and whether market forces or existing laws are sufficient to protect public health, safety, or welfare.

Agencies must complete their review within ninety days of commencing and submit a written report to the governor, president of the senate, and speaker of the house of representatives within thirty days of completion.

Requires agencies to provide a copy of the report to the secretary of state and make copies available to the public upon request.
