Amends Arizona Revised Statutes section 5-110 to modify requirements for dog racing permittees regarding live racing obligations.

Allows dog racing permittees that conducted live dog racing in at least 8 of 10 calendar years between 1980-1990 in counties with population less than 1.5 million to operate without conducting live racing.

Permits qualified permittees to conduct wagering on telecasts of races from racetrack enclosures within or outside Arizona without offering live racing at their own facility.

Makes technical corrections to statutory language, changing "shall be" to "is" and "which" to "that" throughout the section for grammatical consistency.
