Expands the definition of "meeting" under open meetings law to include any meeting between public body agents/representatives and employee organization agents/officers involving negotiations regarding salaries, compensation, fringe benefits, or other employment-related matters.

Requires all meetings involving public body representatives and employee organizations to be recorded by audiovisual means, rather than allowing written minutes as an alternative.

Removes the ability of public bodies to hold executive sessions to discuss and instruct representatives regarding employee organization negotiations regarding salaries, salary schedules, or fringe benefits.

Clarifies that meetings between public bodies and employee organizations cannot be closed to the public and must follow standard open meetings procedures with public notice and recording requirements.

Directs that records of communications and discussions between public body agents and employee organization representatives be strictly subject to public records inspection laws.
