Amends Arizona Revised Statutes Section 4-203 to allow alternating proprietors on premises licensed to produce wine, notwithstanding existing restrictions that licenses specify a particular place of business.

Requires the Department of Liquor Licenses and Control to adopt rules governing the operation and conduct of alternating proprietors on wine production premises.

Makes technical corrections to statutory language, changing "shall be" to "is" and "which" to "that" for grammatical consistency.

Corrects cross-reference from Section 4-204 to Section 4-205.05 regarding financial institution liens on liquor licenses.
