Amends Arizona Revised Statutes section 32-144 to clarify exemptions from technical registration requirements for certain design and construction activities.

Adds exemption allowing nonregistrants to design individual units in multifamily dwellings if walls designed, altered, or added are not bearing walls, shear walls, or firewalls (as determined by a registered professional).

Clarifies that registrants performing activities described in the exemptions are still subject to chapter requirements, and adds cross-reference language "of this section" to existing subsection provisions.

Maintains existing exemptions for federal employees, certain building designs under 3,000 square feet, water/wastewater treatment plants under $12,500, horticultural consultations, and internal corporate property use.

Effective upon governor's approval on May 2, 2013.
