Adds section 36-2901.07 to Arizona Revised Statutes regarding the Arizona Health Care Cost Containment System (AHCCCS).

Prohibits any statutory or administrative expansion of AHCCCS eligible persons from taking effect unless the joint legislative budget committee certifies that the expansion will be budget neutral for the next 20 fiscal years.

Requires certification to be submitted to the governor, president of the senate, and speaker of the house of representatives before expansion can proceed.
