Establishes a manufacturer-funded electronics recycling program requiring manufacturers and retailers to register with the Arizona Department of Environmental Quality and submit annual recycling plans starting January 1, 2014.

Defines covered electronic devices as computer monitors, desktop/portable computers, and televisions with viewable areas greater than 4 inches, excluding automotive, industrial, medical equipment, and certain appliances.

Requires manufacturers to provide statewide collection services free to households in every county and at least one collection site in cities with populations over 50,000, with convenient drop-off opportunities and no household pickup requirement.

Prohibits manufacturers and retailers from selling covered electronic devices unless they are branded and included in a manufacturer's filed recycling plan; manufacturers must pay annual registration fees determined by departmental rule.

Creates a Covered Electronic Devices Fund financed through manufacturer registration fees, grants, and limited transfers from the recycling fund (maximum $500,000 per fiscal year until July 1, 2016) to support program implementation and administration; program terminates July 1, 2023.
