Establishes an income-based tuition waiver scholarship program administered by the Commission for Postsecondary Education covering full tuition costs at Arizona community colleges and universities for up to five fiscal years.

Eligible students must have graduated from an Arizona high school or obtained a GED, have family income at or below 400% of federal poverty level (50% waiver for 400-500% poverty level), be Arizona residents for at least one year, and complete a federal student aid application.

Scholarship recipients must maintain a 2.8 GPA on a 4.0 scale and complete 96 hours of community service annually, with non-compliance triggering immediate loss of waiver and requirement to reimburse funds.

Appropriates $25 million from the state general fund in fiscal year 2013-2014 to establish the scholarship fund, with funding continuously appropriated and exempt from lapsing provisions.

Program terminates on July 1, 2023 unless reauthorized, with the Commission required to submit annual reports on funds distributed, eligible applicants, awards granted, and waiting list information.
