Modifies vehicle operator requirements at railroad grade crossings to "may not proceed if" specified conditions exist, rather than mandatory "shall not proceed until driver can do so safely"

Adds new subsection allowing vehicle operators to proceed through railroad crossings after stopping if they suspect a false signal activation with no gate/barrier, provided they have clear sight line of at least one mile, no approaching train is visible, and the vehicle can cross safely

Requires school bus operators to comply with written district policy when proceeding through a suspected false signal activation

Prohibits vehicle operators from making U-turns or turning to proceed in the opposite direction on railroad tracks or grade crossings

Establishes pedestrian restrictions at railroad grade crossings, including prohibiting entry between tracks and signals when crossing is active, and remaining on crossings except on designated walkways when signals are inactive
