Amends Arizona's school safety program to allow both school districts and charter schools to apply for funding to implement law-related education programs and employ school resource officers or juvenile probation officers.

Establishes the Arizona School Safety Fund with $20,000,000 appropriated in fiscal year 2013-2014 to provide grants to school districts and charter schools for security enhancements based on comprehensive threat assessments.

Requires school districts and charter schools to develop and annually update comprehensive threat assessments in coordination with local law enforcement, or incorporate threat assessments into existing emergency response plans.

Appropriates $17,200,000 for the existing school safety program and $1,000,000 for statewide training and technical assistance in threat assessments and emergency response planning.

Appropriates $20,000,000 in fiscal year 2013-2014, $40,000,000 in fiscal year 2014-2015, and $62,000,000 in fiscal year 2015-2016 to hire additional school counselors, school psychologists, and mental health specialists in school districts.
