Requires all assault weapon sales or transfers to be conducted through a licensed firearms dealer, who must conduct a background check on the purchaser under federal law (18 USC § 922(t)).

Allows dealers to charge a fee not exceeding $50 for facilitating an assault weapon transfer between private parties.

Defines "assault weapon" to include semiautomatic rifles with certain features (pistol grip, folding stock, barrel shroud), semiautomatic pistols with detachable magazines and specific features, semiautomatic shotguns with certain characteristics, shotguns with revolving cylinders, and conversion kits for assembling assault weapons.

Establishes requirements for firearm shows, including posting signs about background checks at entrances and four other locations, notifying firearm exhibitors of background check requirements, and providing access to a licensed dealer to conduct background checks.

Makes violations of assault weapon transfer restrictions a Class 1 misdemeanor and violations of firearm show requirements subject to civil penalties up to $10,000, with the Attorney General authorized to enforce the chapter.
